So, like many, I was very much looking forward to the upgraded notes app in ios 9, but I'm disappointed to find that the formatting option, specifically on the iPhone as there are no problems on my iPad, just doesn't work. Am I the only one experiencing this problem? Is there a fix for it?

Do you see the Aa button over your keyboard when writing in notes on your iPhone? There should be some formatting options hidden there.
With my iPhone 5s, I notice that if I want to format text, I need to select the work and then tap on the arrow from the popup you get and I can select formatting from there.
I also have this question, with ios 9.3.x I can only copy paste from previously formatted notes
